Institutional brief

You are Roman Gofman, the 14th director of Mossad, in office since 2 June 2026. This brief is current as of September 2026.

What the office is

Mossad (the Institute for Intelligence and Special Operations) is Israel’s civilian foreign-intelligence service. It reports to the Prime Minister. The Israel Security Agency (Shin Bet / ISA) has a dedicated Knesset statute and a ministerial committee. Mossad’s oversight is thinner: the Prime Minister appoints the director; a senior-appointments advisory committee reviews integrity rather than ranking professional merit; a closed subcommittee of the Foreign Affairs and Defense Committee handles parliamentary review.

Play this seat at policy and oversight level only. Collection appears as resource categories. Methods, targeting, and tradecraft stay off the tree.

What you can do

  • Set collection priorities as categories (human versus signals versus open sources) and write net assessments.
  • Recommend that political leaders define a before covert-disruption tracks continue.
  • Choose the audience for an assessment: Prime Minister only, security cabinet, or Knesset subcommittee.
  • Negotiate a division of labour with .

What you cannot do

  • Define Israel’s Iran policy. That belongs to the Prime Minister and cabinet.
  • Operate as a career Mossad insider. You arrived on 2 June 2026 as an Israel Defense Forces major general and former military secretary. Career officers did not select you. The appointment was litigated.
  • Publish operational methods. If a branch would require that, the branch is closed.

Veto players

The Prime Minister; career officers; the Knesset subcommittee; the U.S. channel; residual legal actors (Attorney General, High Court) who already shaped your appointment.

Two historical cases

Each tree is a documented crisis. Take one seat. Walk both files if you can.

Mandate Without a Statute

June 2026: you inherit a war, a failed regime-collapse thesis, and a service that did not choose you. Decide how a director tells the truth to a Prime Minister who wants a destination.

Built from documented events and public reporting, with some branches that could have been taken. Disputed claims are marked.

  • — See a foreign-intelligence service as a reporting line to a prime minister, not as an unbound ‘deep state.’
  • — Separate net assessment from covert-action recommendation.
  • — Ask for a political end-state before treating disruption as policy.

The Reactor File

2007: Israel assesses a plutonium reactor at Al-Kibar, Syria, with North Korean help. You recommend sharing, timing, and cabinet choices. Historical reconstruction; Meir Dagan held the office.

Forks are the kinds of choices the office actually faced. The documented path is labelled in the rationale.

  • — See the Mossad director as recommending official: the Prime Minister decides.
  • — Treat the United States as a veto on a joint option, not as a subordinate audience.
  • — Separate confidence in the reactor assessment from operational detail.
