The aircraft is coming

Stakes · Whether the PLA answers a Speaker’s visit with a demonstration after she lands, or tries to keep the aircraft out.

It is 1–2 August 2022. Nancy Pelosi, Speaker of the U.S. House of Representatives, is on an Asia tour. Open reporting says Taiwan is on the itinerary. President Joe Biden has said the U.S. military thinks the visit is not a good idea. The aircraft is still coming.

The wants a Central Military Commission () decision. Ministry of Foreign Affairs (MFA) already has the protest drafted. Cadres will watch whether the gun moves.

Three families of orders exist. Let her land and answer with a large exercise. Try to deny the flight. Absorb the visit with paper and routine patrols.

Powers of this office

This office can

Command the People’s Liberation Army (PLA) as Chairman of the Central Military Commission (CMC).
Set Taiwan, South China Sea, and nuclear red lines in the name of the Party centre.
As Chinese Communist Party (CCP) General Secretary, set cadre policy and the Politburo agenda that makes military orders politically real.
As President of the People’s Republic, receive foreign leaders and sign state-to-state instruments.

This office cannot

Treat the CMC chair as a purely military job. In this system the usual holder is also CCP General Secretary; splitting the hats would itself be a succession crisis.
Ignore logistics, theatre commanders, and the CMC’s vice chairs when a campaign has to be sustained.
Control U.S. or Taiwanese decisions about visits, arms, or recognition.
Print a U.S. dollar, or make Washington treat a PLA exercise as routine if Washington chooses otherwise.

Veto players

CMC vice chairs and theatre commanders
They run operations. A chairman who overrules them without a workable plan owns the failure.
Politburo Standing Committee
Collective leadership is thinner under Xi than under earlier generations, but a Taiwan crisis still has to be carried by the Party centre.
People’s Liberation Army Rocket Force and Navy
Capabilities and accidents (including the 2023 Rocket Force purge, publicly reported) constrain what a demonstration can do.
United States and Taiwan
A congressional visit, a presidential transit, or a U.S. carrier movement can force a Chinese response on a timetable Beijing did not pick.
