Stakes · Whether NATO takes command of a war three Allies have begun, under a UN text that Germany abstained on.

It is late March 2011. The United Nations Security Council () adopted on 17 March. The asked for a no-fly zone. France, the United Kingdom, and the United States opened on 19 March.

Germany abstained. Turkey wants a NATO command it can constrain. Washington wants to hand off and ‘lead from behind.’ Several Allies will do embargo and AWACS only.

Put a full North Atlantic Council () takeover to the Council, take only the no-fly zone, or refuse the NATO name.

Constraints of the office here

  • — Resolution 1973 exists. A 1999-style ‘no UN text’ fight is not the problem.
  • — France, the United Kingdom, and the United States began strikes on 19 March.
  • — You cannot order the operation into NATO. The Council can refuse the name.
